Buying property in Dubai: the process step by step

From the first viewing to the title deed, this is how buying property in Dubai works for a ready (completed) home, based on Dubai Land Department procedures.

Facts checked as of Oct 2026 against official sources (listed at the end). Fees and rules change: confirm with the authority before you pay or sign.

The 7 steps of buying property in Dubai

  1. Check eligibility and area. Non-UAE nationals can own in designated freehold areas (Law No. 7 of 2006). Freehold areas
  2. Set your budget. Add the 4% DLD fee and fixed fees to the price. If you need finance, get bank pre-approval within Central Bank limits. Mortgage guide
  3. Choose a licensed agent. Ask for the broker’s DLD card and check it.
  4. Agree terms in writing. Price, deposit, who pays the DLD fee and the transfer date.
  5. Get the developer NOC. In freehold areas the developer issues a no-objection e-certificate (e-NOC) through the Dubai REST app.
  6. Transfer at a trustee office. Seller and buyer (or their legal representatives) attend a Real Estate Registration Trustee office with Emirates ID or passport. The employee enters and audits the transaction, you pay the fees and DLD emails the output. DLD lists the service time as 25 minutes.
  7. Register the mortgage if you borrowed: the bank registers it with DLD for 0.25% of the loan.

Fees paid during the Dubai property transfer

4% of the sale value (listed as 2% seller, 2% buyer, unless agreed otherwise), AED 250 title deed, map fee, AED 20 knowledge and innovation fees, and the trustee fee (AED 4,000 + VAT at AED 500,000 or more; AED 2,000 + VAT below). Full breakdown: DLD fees.

How the process differs for off-plan property

For off-plan units the developer registers the sale in the provisional register through the Oqood portal, within 90 days of signing the sale and purchase contract, and your payments go into the project’s escrow account. See off-plan property in Dubai.

For agents: turn the buying process into closed deals

If you are a Dubai real estate agent, buyers will ask you these questions on the first call. The RealtorOne app helps you answer with confidence and keep the deal moving: the DealFlow CRM keeps every buyer in the right stage, Dubai DealRadar shows live DLD-open transaction data you can share, and SkillUp courses and Live Labs sharpen your calls. Walk buyers through each stage and track it in DealFlow; read follow-up scripts for buyers who go quiet.
